In this article for Mint, IDFC Institute Resident Senior Fellow Vivek Dehejia argues that NITI Aayog's presentation to the government - Creating a Movement for Change - should be evaluated for what it is supposed to be, a roadmap for the bureaucracy to function better, and not be misconstrued as a statement of economic policy.
